성폭력 및 젠더기반폭력이란 사람의 생식권을 침해하는 행위나 본질적으로 성적으로 유해한 행위를 말한다. 신체적 접촉이 없어도 성폭력 위협과 같은 행위는 성적인 행위로 분류될 수 있다. 또한 성적인 만족이 의도한 바인지 결과의 일부였는지와 관계없이 해당 행위는 성적인 행위로 분류될 수 있다. 마지막으로, 성폭력은 성별이나 젠더에 관계없이 누구에 의해서든 자행될 수 있고, 동성의 사람들도 관련될 수 있다. "성적"이라는 용어에 대한 단일한 이해가 없으며, 연령, 젠더, 성별에 따른 특성, 문화, 민족, 종교 등의 요소에 따라 결정된다.
