Safeguards shall be in place to ensure that prisoners can make requests or complaints safely and, if so requested by the complainant, in a confidential manner. A prisoner or other person mentioned in paragraph 4 of rule 56 must not be exposed to any risk of retaliation, intimidation or other negative consequences as a result of having submitted a request or complaint. 3. Allegations of torture or other cruel, inhuman or degrading treatment or punishment of prisoners shall be dealt with immediately and shall result in a prompt and impartial investigation conducted by an independent national authority in accordance with paragraphs 1 and 2 of rule 71. Contact with the outside world Rule 58 1. Prisoners shall be allowed, under necessary supervision, to com­muni­ cate with their family and friends at regular intervals: (a) By corresponding in writing and using, where available, telecom­ munication, electronic, digital and other means; and (b) By receiving visits. 2. Where conjugal visits are allowed, this right shall be applied without discrimination, and women prisoners shall be able to exercise this right on an equal basis with men. Procedures shall be in place and premises shall be made available to ensure fair and equal access with due regard to safety and dignity. Rule 59 Prisoners shall be allocated, to the extent possible, to prisons close to their homes or their places of social rehabilitation. Rule 60 1. Admission of visitors to the prison facility is contingent upon the visitor’s consent to being searched. The visitor may withdraw his or her consent at any time, in which case the prison administration may refuse access. 2. Search and entry procedures for visitors shall not be degrading and shall be governed by principles at least as protective as those outlined in rules 50 to 52. Body cavity searches should be avoided and should not be applied to children.
